Now focus only on the fire department and EMS. No police duties don't mean less work, don't even think about it. Create special units for various unexpected events in your city. Dispatch one fire truck to a cat on a tree but dozens to a building fire. The difficulty of the fires is several levels higher. Fight large-scale fires throughout your duties.
Just don't forget about other unusual events that are also dangerous.
